§ 16. Except for matters pending before the commission, no action or\nproceeding, civil or criminal, pending at the time when this act as\namended shall take effect, brought by or against the commission, shall\nbe affected or abated by the enactment of this act or by anything\ntherein contained. No existing right or remedy of any character shall be\nlost or impaired or affected by such enactment.\n
