N.Y. EXC Law § 841-B

§ 841-b. Functions, powers and duties of council. 1. The council shall\nrecommend to the commissioner rules and regulations with respect to:\n (a) the approval, or revocation thereof, of security guard training\nschools and training programs;\n (b) minimum courses of study duration, attendance requirements, and\nequipment and facilities to be required at approved security guard\ntraining schools and training programs, taking into account subject\nmatter, the hours each subject is to be taught and special requirements\nunique to particular assignments, employers and work sites;\n (c) minimum qualifications for instructors at approved security guard\ntraining schools and training programs; and\n (d) the subject matter of all training requirements which security\nguards and security guard applicants must complete before being\nregistered as unarmed and armed security guards.\n 2. The council may, in addition:\n (a) consult with, advise and make recommendations to the commissioner\nwith respect to the exercise of his or her functions, powers and duties\nas set forth in this section;\n (b) recommend studies, surveys and reports to be made by the\ncommissioner regarding the carrying out of the objectives and purposes\nof this section;\n (c) visit and inspect any security guard training school approved by\nthe commissioner or for which application for such approval has been\nmade;\n (d) make recommendations, from time to time, to the commissioner, the\ngovernor, the legislature and the secretary of state, with regard to\nimplementation of the purposes of this section and of article seven-A of\nthe general business law; and\n (e) perform such other acts as may be necessary or appropriate to\ncarry out the functions of the council.\n
