§ 351. Acquisition of real property; bonds. Real property, or any\ninterest therein including an easement, needed by a county, city,\nvillage or town for an airport or landing field shall be acquired, by\npurchase, if the county, city, village or town is able to agree with the\nowners on the terms thereof, and otherwise, by acquisition, in the\nmanner provided by and subject to the provisions of the eminent domain\nprocedure law. The purchase price or award for the real property or\ninterest therein acquired for an airport or landing field may be paid\nfor by appropriation of moneys available therefor or may be financed, in\nwhole or in part, pursuant to the local finance law.\n
