* § 914. St. Lawrence county industrial development agency. 1. For the\nbenefit of the county of St. Lawrence and the inhabitants thereof, an\nindustrial development agency, to be known as the ST. LAWRENCE COUNTY\nINDUSTRIAL DEVELOPMENT AGENCY, is hereby established for the\naccomplishment of any or all of the purposes specified in title one of\narticle eighteen-A of this chapter. It shall constitute a body corporate\nand politic, and be perpetual in duration. It shall have the powers and\nduties now or hereafter conferred by title one of article eighteen-A of\nthis chapter upon industrial development agencies and provide that the\nexercise of the powers by such agency with respect to the acquisition of\nreal property whether by purchase, condemnation or otherwise shall be\nlimited to the corporate limits of the county of St. Lawrence, and such\nagency shall take into consideration the local zoning and planning\nregulations as well as the regional and local comprehensive land use\nplans. It shall be organized in a manner prescribed by and be subject to\nthe provisions of title one of article eighteen-A of this chapter. Its\nmembers shall be appointed by the governing body of the county of St.\nLawrence. The agency, its members, officers and employees and its\noperations and activities shall, except as provided specifically herein,\nbe governed by the provisions of title one of article eighteen-A of this\nchapter.\n 2. In addition to the powers and duties now or hereafter conferred by\ntitle one of article eighteen-A of this chapter, the agency shall have\nthe power (i) to acquire, construct, own, maintain, and lease or sell to\na railroad or private business corporation any interest in railroads\noperated within St. Lawrence county, including easements or rights of\nway, necessary switching apparatus, track, and other equipment necessary\nor convenient to the operation of such railroad, which will be used in\nconjunction with industrial, manufacturing, commercial or warehousing\noperations and (ii) to finance such facilities through the issuance of\nits bonds and notes, when in the judgment of the agency, such facilities\nwill serve to promote, develop, encourage and assist in the acquiring,\nconstructing, reconstructing, improving, maintaining, equipping and\nfurnishing of industrial, manufacturing, warehousing, commercial, and\nresearch facilities including industrial pollution control facilities\nand thereby advance the job opportunities, health, general prosperity\nand economic welfare of the people of the state and improve their\nprosperity and standard of living.\n * NB Agency expires per §§ 856 and 882\n
