N.Y. LEG Law § 7-A

§ 7-a. Legislative library, librarian and assistants. There shall be a\nlegislative library to be located in the state capitol in rooms assigned\nby the commissioner of general services, conveniently accessible to the\nmembers of both houses of legislature, and such library shall be open\nthroughout the year.\n Such library shall be suitably furnished, equipped and maintained\nunder the direction of the legislative librarian, within the amount of\nany moneys available therefor by appropriation, subject to joint rules,\nif any, that may be adopted by the senate and assembly in relation\nthereto. There shall be, for such library, a legislative librarian and\nsuch assistant librarians and other employees as may be provided for in\nthe legislative appropriation bill. Such librarian, assistant librarians\nand other employees shall be chosen by the temporary president of the\nsenate and speaker of the assembly. One of the assistant librarians\nshall be assigned by the legislative librarian to have charge of the\nlegislative correspondents' room in the capitol. The legislative\nlibrarian and assistant librarians heretofore chosen by the president of\nthe senate and speaker of the assembly, and in office when this section\nas hereby amended takes effect, shall continue to serve until their\nsuccessors shall be chosen. The salaries and compensation of the\nlegislative librarian, assistant librarians and other employees shall be\npayable from moneys appropriated in the legislative appropriation bill.\nDuring a vacancy in the office of legislative librarian, the assistant\nlibrarian who shall have been longest in the service of the state as a\nlegislative employee, shall be employed as acting legislative librarian\nwith the powers and duties of such librarian, and shall receive during\nsuch period the compensation herein prescribed for the legislative\nlibrarian. Such librarian shall have charge of the legislative library,\nbut the two houses of the legislature may, by joint rules, regulate the\nuse of the library and prescribe the powers and duties of the\nlegislative librarian and the assistant librarians.\n The legislative librarian, the assistant librarians and employees of\nthe legislative library shall be considered to be employees of the\nlegislature for all purposes.\n
