§ 29.01 Regulations and forms.\n The commissioner shall have the power to make regulations governing\nadmissions to hospitals, schools, and alcoholism facilities and the\nidentification and processing of patients. He shall prescribe and\nfurnish forms for use in procedures for admission. Admission shall be\nhad only upon such forms.\n
