N.Y. NAV Law § 33-B

§ 33-b. Dumping or depositing trash and other debris in Chautauqua\nlake and its tributaries; ice fishing shanties on lakes within the state\nof New York; identification of duck blinds. Any person who dumps,\ndeposits or allows or causes to be dumped or deposited in any manner any\ntrash, glass, bottles, garbage or any other debris in the waters of\nChautauqua lake or its tributaries, or upon the shore line adjacent\nthereto, or upon the ice covering the waters of Chautauqua lake, or any\nperson who constructs, moves, places or causes or allows to be\nconstructed, moved or placed any structure upon the ice covering the\nwaters of lakes within the state of New York, shall be guilty of, a\nviolation punishable by a fine of not to exceed one hundred dollars,\nunless the person who constructs, moves, places or causes or allows to\nbe constructed, moved or placed any structure upon the ice covering the\nwaters of lakes within the state of New York shall have placed thereon\nwith paint or in some other permanent manner the owner's full name in\ncharacters at least three inches high and his address in a contrasting\ncolor to the surrounding structure, and provided further the said\nstructure is removed not later than the fifteenth day of March in each\nyear or such other date as may be set by the department of environmental\nconservation. Every duck blind, placed in the waters of lakes within the\nstate of New York, shall have prominently placed thereon, in some\npermanent manner, the owner's full name and address, and further each\nduck blind so placed shall be removed from the water no later than the\nfifteenth day of March following its placement. The wilful failure of an\nowner of a duck blind to affix such identification or remove it from the\nwater by the prescribed date shall subject said owner to a fine of one\nhundred dollars.\n
