§ 86. Payment by city of New York. For the purpose of carrying out any\nwork which may be required to be done by the city of New York under the\nprovisions of this article, and to provide the means for doing such\nwork, said city must at all times make the necessary appropriation\ntherefor, to be levied and collected in the next annual tax levy. The\ncommissioner of environmental protection, in the city of New York, is\nhereby authorized to enter into a contract with any person or\ncorporation for the doing of said work, in the manner provided by\nchapter thirteen of the New York city charter and chapter thirteen of\nthe administrative code of the city of New York.\n
