§ 1868. Inconsistent provisions of other acts. Insofar as the\nprovisions of this title are inconsistent with the provisions of any\nother act, general or special, the provisions of this title shall be\ncontrolling, provided, however, nothing contained in any provision of\nthis title shall be construed to relieve the authority of the obligation\non its part to comply with the provisions of article nine of the public\nauthorities law in force on the effective date of this title, including\nthe obligation to submit an annual report as specified therein.\n
