§ 13. Enforcement: against officers. The performance of any duty or\nthe doing of any act enjoined, prescribed or required by this chapter,\nmay be enforced by a proceeding pursuant to article seventy-eight of the\ncivil practice law and rules at the instance of the department or of a\nlocal board of health, or of any citizen of full age resident of the\nmunicipality where the duty should be performed or the act done.\n
