§ 2. The said agreement or compact, when signed and sealed by the\ncommissioners of each state as hereinbefore provided, and the\nattorney-general of the state of New York, and the attorney-general of\nthe state of New Jersey if he be designated so to act by the state of\nNew Jersey, shall become binding upon the state of New York, and shall\nbe filed in the office of the secretary of state of the state of New\nYork.\n
