§ 45. Transfer of officers and employees. Officers and employees of\nstate departments and agencies may be transferred to the agency and\nofficers and employees of the agency may be transferred to state\ndepartments and agencies without examination and without loss of any\ncivil service status or rights. No such transfer may, however, be made\nexcept with the approval of the head of the state department or division\ninvolved and the director of the budget and the chairman of the agency,\nand in compliance with the rules and regulations of the civil service\ncommission of the state.\n
