§ 202. Limitations on obligations. The supplemental retirement\nallowances provided pursuant to this article shall not constitute\nmembership in a pension or retirement system of the state or of a\npolitical subdivision thereof, nor shall the granting of such allowances\ncreate a contractual relationship between the state or a political\ndivision thereof and any retired employee as defined in section one\nhundred ninety-one of this chapter.\n
