§ 415. Application of provisions of article two of the retirement and\nsocial security law. All the powers and duties conferred or imposed\nupon the comptroller by article two of this chapter, which are necessary\nfor the administration of this article and not inconsistent with this\narticle, are to that extent made applicable to this article even though\nsuch provisions are not expressly made applicable to this article by the\nprovisions of this article.\n
