§ 79. Plan for the homeless. The mayor of New York city shall submit\nto the legislature and the governor a copy of the revised and updated\nfive-year plan for housing the homeless in New York city which is\nrequired under section 21-121 of the administrative code of the city of\nNew York, no later than February fourteenth of each year.\n
