§ 54-d. Advance payment of state moneys; authorization only by law.\nNotwithstanding any other provision of law to the contrary no payment of\nstate moneys to any county, city, town, village or school district shall\nbe made prior to the date such moneys are due and payable unless\nexpressly authorized by an act of the legislature.\n
