§ 131. Forfeiture; penalties. 1. Every common carrier and all\nofficers, and agents of any common carrier shall obey, observe and\ncomply with every order made by the commissioner so long as the same\nshall be and remain in force. Any common carrier which shall violate any\nprovision of law requiring the consent, permission or approval of the\ncommissioner for the performance of an act, or which fails, omits or\nneglects to obey, observe or comply with any order or any direction or\nrequirement of the commissioner, shall forfeit to the people of the\nstate of New York not to exceed the sum of five thousand dollars for\neach offense; every violation of any such order or direction or\nrequirement, or of law, shall be a separate and distinct offense, and,\nin case of a continuing violation, every day's continuance thereof shall\nbe a separate and distinct offense.\n 2. Every officer and agent of any such common carrier who shall\nviolate, or who procures, aids or abets any violation by any such common\ncarrier of any provision of law requiring the consent, permission or\napproval of the commissioner for the performance of an act, or who shall\nfail to obey, observe and comply with any order of the commissioner or\nany provision of an order of the commissioner, or who procures, aids or\nabets any such common carrier in its failure to obey, observe and comply\nwith any such order or provision, shall be guilty of a misdemeanor.\n
