§ 221. Purpose. This article shall continue the implementation of\nsection fourteen of article seven of the constitution and shall\nsupersede chapter six hundred seventy-seven and chapter six hundred\nseventy-eight of the laws of nineteen hundred twenty-eight, and all acts\nsupplementary thereto and amendatory thereof, known as the "grade\ncrossing elimination act," and chapter two hundred eighty-nine of the\nlaws of nineteen hundred thirty-nine, and all acts supplementary thereto\nand amendatory thereof, known as the "grade crossing elimination act of\nnineteen hundred thirty-nine."\n
