§ 33. Purposes of fund. The purposes of this fund shall be to provide\na means for elimination of existing tolls, except bridge tolls, on the\nNiagara section of the Governor Thomas E. Dewey Thruway within the\ncontext of protection of the rights of the bond holders of the New York\nState Thruway Authority.\n
