§ 66. Filing of by-laws, rules and regulations. 1. The Utica transit\nauthority shall file with the commissioner a copy of any by-laws, rules\nand regulations and amendments thereto adopted by it from time to time.\nNo such by-laws, rules and regulations and amendments thereto shall be\neffective until filed with the commissioner.\n 2. No rules and regulations, and amendments thereto, adopted by the\nUtica transit authority from time to time, except such as relate to its\norganization or internal management, shall be effective until filed in\nthe office of the department of state.\n
