§ 1646. Application of article. This article shall not apply with\nrespect to state highways maintained by the state which are\ncontrolled-access highways outside of cities having a population in\nexcess of one million, nor to highways under the jurisdiction of the New\nYork state thruway authority, a regional state park commission, a county\npark commission, a parkway authority, a bridge authority, or a bridge\nand tunnel authority, except that this article shall apply to any\nportion of the New York state thruway that is located within a city\nhaving a population in excess of one million.\n
