§ 152. Administrative regulations. The chairman of the board may make,\namend and repeal regulations for the administration of the board and its\nemployees. Such regulations shall not be deemed rules within the meaning\nof this chapter or of the labor law unless the context of such\nregulations otherwise requires.\n The chairman may by order filed in the office of the secretary\ndelegate any of his administrative powers to or direct any of his duties\nother than as a member of the board to be performed by any other officer\nof the board or the head of any bureau or section of the board.\n
