§ 127.12. Controlling board created

September 30, 2025 House Bill 96 - 136th General Assembly There is hereby created a controlling board consisting of all of the following: (A) The director of budget and management or an employee of the office of budget and management designated by the director; (B) The chairperson or vice-chairperson of the finance-appropriations committee of the house of representatives, as designated by the speaker; (C) The chairperson or vice-chairperson of the finance committee of the senate, as designated by the president; (D) Two members of the house of representatives appointed by the speaker, one from the majority party and one from the minority party; (E) Two members of the senate appointed by the president, one from the majority party and one from the minority party. Notwithstanding section 101.26 of the Revised Code, the legislative members, when engaged in their duties as members of the controlling board, shall be paid at the per diem rate of one hundred fifty dollars, and their necessary traveling expenses, which shall be paid from the funds appropriated for the payment of expenses of legislative committees. (F) In the event of the absence, illness, disability, death, or resignation of a legislative member, the following persons may serve in the member's absence: for the chairperson or vice-chairperson of the finance-appropriations committee of the house of representatives, the speaker or a member of the house of representatives designated by the speaker; for the chairperson or vice-chairperson of the senate finance committee, the president or a member of the senate designated by the president; for a member of the board appointed by the speaker of the house of representatives, or the president of the senate, the speaker or the president, as the case may be, or a member of the house of representatives or of the senate of the same party as such controlling board member, designated by such speaker or president.
