Certificate to be obtained from Commission
Official statutory text
No securities shall be issued by a public utility organized
under the laws of this state, nor shall any liens on property in
this state be created by a public utility organized under the laws
of another state or foreign country, to secure the payment of
evidences of indebtedness until such public utility shall first have
obtained from the Commission a certificate authorizing such issue or
creation.
