APPEAL REFEREES. (1) The Executive Director, with approval by
the Commission, shall appoint one or more referees who shall
constitute the appeal tribunal. The referees shall act under the
direct supervision of the Executive Director.
(2) Each appeal from a determination made by the Commission or
one of its representatives shall be assigned to a referee who shall
conduct a hearing after notice to the parties, receive the evidence
in such hearing and decide the appeal.
