Use of other funds - Bonds not obligation of State

No provision of this act shall be construed to authorize the
pledging or use of revenue of existing buildings and facilities for
other than auxiliary enterprise and other self-liquidating buildings
and facilities nor shall any provisions of this act be construed to
authorize the pledging or use of any revolving funds. No bonds
issued under the authorization of this act shall ever become an
obligation or debt of the State of Oklahoma.
