Certain written commitments exempt

Pursuant to the provisions of Section 2 of Article XIII-A which
reserves to the Legislature the exclusive authority to prescribe
student fees, any written commitments made by a Board of Regents
pursuant to the authority of Section 1013, Chapter 396, O.S.L. 1965
(70 O.S. Supp. 1970, Section 4013) prior to the effective date of
Section 2, Chapter 250, O.S.L. 1970 (70 O.S. Supp. 1970, Section
4014) shall be exempt from the provisions of said Section 2 and such
Boards of Regents may issue bonds as provided in such commitment.
