For the determination of compliance with limits set forth in the

Oklahoma Central Purchasing Act, each division of the Oklahoma

Department of Veterans Affairs that operates a State Veterans Home

shall, if the division has a Certified Procurement Officer and makes

purchases in compliance with internal purchasing procedures of the

Oklahoma Department of Veterans Affairs that are approved by the

Office of Management and Enterprise Services, be regarded as an

individual purchasing entity.
