Purpose of act

The purpose of this act shall be to provide adequate training
facilities for the training and rehabilitation of residents of the
State of Oklahoma, who may be affected with such severe physical
handicaps as to prevent their employment in the normal fields of
vocational activity, without such specialized training, through the
establishment of a Rehabilitation Center for the Severely
Handicapped.
