Legislative authorization for issuance of bonds and for

certain contracts and projects required.
Until specifically authorized by appropriate legislation, the
Oklahoma Capitol Improvement Authority shall not issue any bonds,
nor execute new contracts for planning, architectural services,
engineering services or construction. Provided, that the Authority
may complete those projects, buildings and contracts now in effect
or buildings and contracts necessary to complete projects presently
authorized or adopted by the Authority.
