Questions of validity of districts to be expedited in

All cases in which there arises a question of validity of the
organization of conservancy districts shall be advanced as a matter
of immediate public interest and concern, and heard in all courts at
the earliest practicable moment.
The court shall be open at all times for the purpose of this
act.
