Thomas O. Moens is an attorney, mediator, and arbitrator in the Quad City area of Illinois and Iowa. He is a Court Approved Mediator for the Fourteenth Judicial Circuit of Illinois and Seventh Judicial District of Iowa. He is president of Express Title Company, an authorized agent for Attorneys' Title Guaranty Fund, Inc., and he is an Iowa Title Guaranty participating attorney. He has been an expert witness for mortgage fraud, real estate, and title insurance cases.
