He grew up hunting and fishing Wyoming and is passionate about elk hunting in Wyoming to this day. He graduated from Natrona County High School in 1996, and then from the University of Wyoming at Casper College with a bachelor’s degree in criminal justice in 2001. He began a career as a Wyoming Peace Officer with the Wheatland Police Department in 2000. After a few years there, he moved to Sheridan and served two years as a Deputy Sheriff. He finished his law enforcement career after moving to Cheyenne with his wife, Rachel, where he finished out a 20-year career as a Deputy Sheriff.. By the time Mark retired from law enforcement in 2020, he had experienced a revelation that he would be better able to serve people and uphold the Wyoming and United States Constitutions if he attended law school. In my spare (!) time, I raise alpacas. I have a herd of 60 animals with 8 babies due this summer. I have most of their fiber processed into Pendleton blankets, but I also spin, weave and knit alpaca fiber to relax. I also have four horses and ride as often as I can.

I worked as a public defender for more than 10 years, first in Kansas City, Missouri, and then in Cheyenne, Wyoming.  During that time, I represented people who were charged with crimes ranging from fishing without a license to first degree murder.  No matter what the charge, I did my best to help my client through the difficult process and obtain a favorable outcome for them.. In order to help my clients achieve their goals, I became skilled at helping my clients find community programs to help with substance abuse and other issues; I learned to successfully negotiate with prosecutors for more lenient sentences, and I learned how to present my client's circumstances to the judge in the best way possible.. And when my client chose to go to trial, I fought hard for them.  I have tried more than 25 cases to a jury, and have obtained many acquittals.. I was raised in the small town of Chugwater, Wyoming.  My law degree was earned at the University of Oklahoma College of Law.  I have lived and practiced in Cheyenne, Wyoming since 1988.  I practiced for twenty five years in the National Vaccine Injury Compensation Program in the United States Court of Federal Claims in Washington, D.C.  The photo of me on the steps of the United States Supreme Court was taken after argument in Cloer v. Sebelius, one of two of my vaccine injury cases won in the Federal Circuit Court of Appeals, to be reviewed by the U.S. Supreme Court.
