James graduated from California State University Northridge with honors and a B.A. in Electronic Media Management as well as Minor in Marketing.  He recieved his Juris Doctorate from California Western School of Law and is admitted to practice law at both the state and federal levels in the State of California and in the State of New Jersey.. After admission to the State Bar of California, James served as General Counsel for various entities. James  has significant knowledge in the development and implementation of legal protocols and processes geared for the development of small to medium sized businesses. His experience in business law, employment law, tax,  contracts, acquisitions, risk prevention and general civil litigation is an asset for his clients.. I concentrate my practice in all areas of state and federal environmental law. I represent clients from a wide range of industries, including corporate and banking clients, chemical and pharmaceutical companies, and real estate developers. My experience includes counseling clients concerning the environmental risks and liabilities impacting corporate and industrial asset and stock sales and acquisitions, financing deals, and real estate development; representing clients in administrative and civil enforcement proceedings and in litigation under major state and federal environmental laws including CERCLA, RCRA, the Clean Air Act, the Clean Water Act, TSCA and state law equivalents; counseling clients on a wide range of permitting and environmental compliance issues relating to new and existing pollution sources; and assisting clients in navigating chemical and hazardous materials reporting requirements under various state and federal environmental laws. Prior to joining Parker McCay, I was a senior associate with Blank Rome's Environmental, Energy, and Natural Resources Practice Group. I have authored articles on environmental and energy related issues and has presented to clients and peers on environmental law and oil and gas related issues. During law school, I interned for the Environmental Enforcement Section of the United States Department of Justice in Washington, D.C. and for the United States Environmental Protection Agency in Philadelphia, Pennsylvania, where I worked on Clean Water Act and CERCLA related issues.

Cameron R. Morgan primarily represents the public school districts of New Jersey in the specialized area of school law, serving boards of education in all aspects of their legal needs, with a focus on general counsel, civil litigation, special education, administrative law, collective negotiations, labor and employment, and appellate practice.  He has served as a Board Solicitor to dozens of school districts, guiding administrators through the diverse range of issues affecting the schools, from personnel matters, tenure cases, and the range of issues that frequently arise at public board meetings, to student disciplinary matters, residency disputes, and homelessness issues, to complex matters involving the budgetary process or First Amendment rights.  Cameron believes that his role as a school board attorney is to ethically and aggressively resolve potential disputes on behalf of his clients in a manner that achieves the board’s goals at the least possible expense to the public.  As a responsive and efficient practitioner, Cameron has made himself an indispensable resource to many school administrators across the state.  He has earned a reputation for both pragmatic and creative methods of solving problems and avoiding unnecessary conflicts, as well as a proven record of results when called upon to litigate on behalf of his clients.. Cameron’s practice also focuses heavily on handling litigation, primarily in labor and employment cases, special education cases, or cases arising under the school laws.  He currently serves as Special Education Counsel to over a dozen school districts.  He has handled hundreds of special education matters, including due process hearings and grievance complaint investigations, involving children with a wide variety of special needs.  He frequently appears before the Office of Administrative Law (OAL), Office of Special Education Programs (OSEP), New Jersey Division on Civil Rights (DCR), U.S. Department of Education Office for Civil Rights (OCR), New Jersey Superior Court, and federal district court, in the service of school district clients.. In addition, Cameron routinely represents boards of education in collective negotiations and labor/employment disputes.  He has appeared before the Public Employment Relations Commission (PERC) on behalf of school boards in a variety of matters, including unfair labor practice charges and scope of negotiations issues.. Cameron has a diverse range of litigation experience, including general contract disputes, insurance disputes for declaratory judgment, special education due process hearings, scope petitions, constitutional claims, and defending cases brought under the New Jersey Law Against Discrimination (NJLAD) and Conscientious Employee Protection Act (CEPA), among other matters.  He has extensive experience representing boards of education in various administrative forums, the Law Division and Appellate Division of the New Jersey Superior Court, and in the federal district courts.  Before beginning his career in school law, Cameron served as law clerk to the Hon. Joseph F. Lisa, P.J.A.D., a presiding judge of the New Jersey Appellate Division.. In his free time, Cameron enjoys fishing in both fresh and saltwater, hiking, biking, watching rugby, and being outdoors.  He is a lifelong fan of the Eagles, Phillies, and Flyers.  An avid world traveler, he still enjoys the rare international backpacking trip when family and business obligations allow.
