Hit and run victim -- how to identify the offender? [Oregon]

Last year my parked and empty car was hit and the driver fled the scene without leaving his contact info. My dashcam clearly picked up the driver's face and license plate as he got into his truck, backed into my car, and drove off. I filed a police report and the police told me that in Oregon they don't offer license plate owner lookup results to the public, and that I need to go through my insurance and they will handle the lookup. So I filed a claim with State Farm and had my vehicle fixed (paying the $1k deductible). State Farm subcontracted subrogation of the claim to Wilber Group, and said I'd get my deductible refunded once the at-fault party paid up. A year went by, and I got a letter from State Farm saying that they're giving up on subrogation, and if I want my deductible back I'll need to sue the at-fault party. The letter did not however give me any info about the at-fault party. I contacted Wilber Group and asked for the name/address of the at-fault party so I could file a small-claims suit to recover my deductible, and Wilber Group told me their policy does not allow them to give out that information. I contacted State Farm and they told me the same thing, advising me to contact the Oregon DMV with the plate number. The Oregon DMV is not returning my emails. What recourse do I have to get the name/address of the guy who hit my car so I can sue him? Wilber Group and State Farm know it, but they won't share it with me. Presumably the DMV and/or police know it too, but they won't talk to me. I just want my $1,000 back. Location: Oregon
