Threats for fees for all tenants regarding sewer issues.

Location: South Carolina A note was left on my door today (and presumably the doors of all tenants) informing us that the sewer lines are having major issues. It said to please not flush certain things in the toilets (feminine products, wipes, etc.) and not to pour grease down the sinks. The kicker is that they threatened to charge ALL tenants $100 if this issue continues. Are they allowed to do that? If it helps at all, the apartments are Section 8 and most tenants living here are on income based rent.
