LL is trying to charge me to paint

Location: California. Left apartment July 31st. The lease says very little other than to broom the place before leaving. Literally ‘broom’ btw, not sweep. The LL has been saying he will deduct cost of paint and painter from my security deposit but on what grounds? He also said I will receive it back on August 21 but I had to text him at the end of the day and he said meet at the property Sunday. It’s been less than 5 years. He has been rude and sketchy. When I moved in he said he’s never kept a tenants deposit the place was honestly a dump when I moved in and I cleaned it up a lot. There’s only normal wear and tear from me. To be honest I have some pictures before and after but not a lot.
