California GAP Prorate Refund

Location: San Diego Hi everyone! I’ve been getting into an email exchange with my credit union over a gap refund. I refinanced my car in January last year and purchased new gap coverage for this loan upon refinancing.I just paid my car off this week and I emailed the credit union to request my prorated gap refund. They stated I am not eligible for a refund due to an addendum in my contract that states I only have 60 days to cancel it from the date that gap goes into effect. I’m been doing some research and found out about ca bill 2311 which states I am entitled to a prorated refund. I told this to my credit union and they told me that bill 2311 only applies to sellers of cars and not refinancing. I submitted a claim with the department of insurance to see if that was true or not. Just curious is anyone has any information about bill 2311 or any other laws that have information about gap refunds. TIA!
