Job refusing to pay me

As stated in the title my last work place will not give me my final pay check. I should have actually received this check on July 10th but I did not. I called the manager that day to ask why I did not receive my direct deposit and he claimed it was because I was told to turn in any work shirts I had (which I actually was never told this). He refused to pay me until today and only if I got the shirt back, I did get the shirt back but once again did not receive my last check. I honestly do not have any idea what to do now because I should have received it already and have not so I know once again I will not. This is a large business as well and I had never heard of anything like this before and looked into it. They cannot even legally withhold my pay over company property to begin with and I already returned it now anyway. Any help or recommendations of what I should do next, I am in between jobs and really needed my check. Also I feel like he is just going to give me another excuse when I call and claim I will get it next time which is just not true obviously. Thanks so much in advance. Location: Tennessee
