Virginia Uncontested Divorce

Location: Virginia I'll get right to it - I have filed all the paperwork for an uncontested divorce in Virginia except for the "Final Order of Divorce". I was informed by the Clerk at my local court that me and my soon to be ex-partner need to sign the Final Order before a Judge will look at the full complaint. I informed my ex that I filed the complaint, and that they need to sign the Final Order. They told me they would go to the courthouse themselves to view the complaint, sign the Waiver of Service, and then sign the Final Order. That was 45 days ago. I sent them a follow up message about all this and they have not responded. Am I allowed to file the Final Order of Divorce with just my signature and have them officially served the papers? I know that in VA if a partner doesn't respond within 21 days of being served that I can file for a Default Divorce. I just want to know if I can file the "Final Order of Divorce" form without their signature and then have them served the full complaint if they continue to not respond or act.
