In 2010, Noreen was elected to the State Senate to represent the 2nd Senate District, including Solano, Napa, Marin, Sonoma, Lake, Mendocino and Humboldt Counties. RECENT LEGAL CAREER. Noreen returned to the full-time practice of law after completing her term in the State Senate in late 2014. Since then, she has been Of Counsel to O'Brien Watters & Davis, LLP, where she has handled numerous civil cases in the trial and appellate courts. In 2018, she won a significant victory for a local neighborhood organization in a high-profile matter against the County of Sonoma, based on the California Environmental Quality Act (CEQA).
