Noreen was the firm’s first full-time female litigation attorney.. When the Spridgen firm dissolved later that year, Noreen became a litigation associate with Gray, O’Brien, Watters & Davis. She was made an equity partner in 1987.. PUBLIC SERVICE. In 1993, Noreen was appointed to the Santa Rosa Planning Commission, where she worked extensively with land use planning issues and the California Environmental Quality Act (CEQA). She helped the City adopt its first Child Care Plan and Creek Restoration Plan.. In 1996, Noreen was elected to the Santa Rosa City Council, She served two terms on the City Council. As a City Councilmember, she was responsible for implementing the Creek Restoration Plan, the City’s Bike Plan, working to build the Prince Memorial Greenway on Santa Rosa Creek. Her vision, when first elected, was to build a passenger rail system and restore Santa Rosa’s downtown, including reunifying Courthouse Square. More than 2 decades later, this vision has become a reality with SMART rail service beginning in 2017, and Santa Rosa’s reunified Square.. In 2004, Noreen was elected to represent the 7th Assembly District in the California State Assembly. While in the Assembly, she was appointed by the Speaker to chair the Joint Legislative Committee on Budget in 2008, and charged with balancing the State’s budget during the global economic crisis of 2009/2010.. In 2010, Noreen was elected to the State Senate to represent the 2nd Senate District, including Solano, Napa, Marin, Sonoma, Lake, Mendocino and Humboldt Counties. In 2012, she chaired the Joint Legislative Committee on California’s Foreclosure Crisis, which resulted in the passage of The Homeowners Bill of Rights (AB 278/SB 900). RECENT LEGAL CAREER. Noreen returned to the full-time practice of law after completing her term in the State Senate in late 2014. Since then, she has been Of Counsel to O'Brien Watters & Davis, LLP, where she has handled numerous civil cases in the trial and appellate courts. In 2018, she won a significant victory for a local neighborhood organization in a high-profile matter against the County of Sonoma, based on the California Environmental Quality Act (CEQA).
