Kelley was born in Wichita, Kansas and is proud to be a member of the Wichita community. Throughout his time in law school, he knew he eventually wanted to return to his hometown. Kelley earned his Bachelor's degree from Friends University in 2013. Kelley's bachelor's degree is in music, and he is still an active member of the Wichita music community. Kelley earned his Juris Doctorate from the University of Kansas School of Law in 2016.
