Retired from the Clarksville Police Department in Clarksville, TN having served in numerous positions. Samuel was a member of the Fatal Accident Crash Team investigation traffic fatalities and severe injury crashes for a number of years and taught Traffic Homicide Investigation at the Tennessee Law Enforcement Academy as well. Samuel was a member of the Crime Scene Investigations Unit for eleven years. After retiring Samuel was hired a Special Assistant United States Attorney/Assistant District Attorney General for prosecution of Gang and Gun cases under Project Safe Neighborhoods. Ryan N. Shamblin, originally a native of Miami, Florida, moved to Blount County, Tennessee in the mid 1980’s where he attended and graduated with honors from William Blount High School. Following graduation from high school, Mr. Shamblin attended the University of Tennessee, Knoxville where he pursued a double major in Political Science and History.
