Andy previously served on the Burlington City Council for fifteen years, including four years as President of the Council; as President of the Channel 17 (Town Meeting Television) Board of Trustees; Vice Chair of the Chittenden County Metropolitan Planning Organization; and as a member of the Vermont Board of Bar Examiners.. Andy is also the author of Student’s Free Speech Rights in Public Schools: Content-Based Versus Public Forum Restrictions, 13 Vermont Law Review 491 (1989) and co-author of several books published by National Business Institute, including: "Land Use and Zoning from Start to Finish", "Civil Trial: Everything You Need to Know", "Boundary Issues and Easements," and "Employment Law: A Comprehensive Guide." While working as an engineer prior to law school, Andy was awarded two patents in laser diode design.. Andy graduated first in his class from Vermont Law School in 1989 (summa cum laude), where he was editor-in-chief of the Vermont Law Review and served as a member of the Vermont Law School Board of Trustees. He also holds B.S. and M.S. degrees in optical engineering from the University of Rochester. After graduating from law school, Andy served as a judicial law clerk for Justice John A. Dooley at the Vermont Supreme Court. Andy is a presenter at legal seminars hosted by the National Business Institute and is regularly listed in Who’s Who in America and Who’s Who in American Law (which has listed him as a Top Attorney of North America).
