Stacy grew up in Rawlins, Wyoming and graduated from Rawlins High School. She attended the University of Wyoming and graduated with honors in just three years with a B.S. degree in political science, sociology, and administration of justice.. Stacy attended the University of Wyoming, College of Law. Stacy entered law school with a desire to practice family law.
