Application by students

(a) Students seeking the subsidy to be paid for their benefit shall apply to the Division of Higher Education, giving necessary information. (b) If the applicant is found to be a bona fide resident of Arkansas and if funds for this purpose are available, the division shall, without more, certify the applicant as qualified to participate under this program.
