The Arkansas Department of Environmental Quality is authorized to require, issue, and enforce operating permits for major sources in satisfaction of Title V of the Clean Air Act Amendments of 1990, 42 U.S.C. § 7661 et seq. Acts 1995, No. 384, § 11; 1997, No. 310, § 2; 1999, No. 1164, § 34.
