Electronic filing and submission of documents authorized

Sec. 4. A state agency may allow a person to electronically file or submit a document to the state agency, even if a state statute or rule:
(1) requires a person to use a different means of filing or submitting the document; or
(2) does not expressly authorize a person to electronically file or submit a document;
