32 M.R.S. § 84-A

1. Powers and duties. The commissioner has the following powers and duties: A. To review the function and operation of the board and regional councils to assure that these organizations are in compliance with their statutory and public service responsibilities; [PL 1985, c. 730, §§10, 16 (NEW).] B. To act as a liaison between the board and other administrative units within the department, with the Governor and the Legislature; [PL 1985, c. 730, §§10, 16 (NEW).] C.
